How does promotion between levels work?
Promotion is run as a scenario journey: it opens against the framework, includes the gate exam and any other required assessment for the next level, and closes once the employee passes or the request is withdrawn. An employee can only have one such journey open at a time, whether it is a promotion, a specific level request or a career shift, so a stalled one has to be resolved before another can start.
